Since the 18 th National Congress of the Communist Party of China,social governance has become an important theoretical support for the new pattern of China's social management reform.From social management,social construction to social governance,the discourse shifts from being “managed” to being the subject of governance,and the role of social organization in social governance has begun to receive widespread attention.This academic concern has two kinds of cognitive consensus.First,social organization have weak autonomy,low degree of specialization,lack of public credibility,and their role in social governance is limited.Second,social organization are embedded in the government hierarchy,regional ecology and system.In the environment,the lack of soundness of top-level design and the lack of cooperation platforms and mechanisms have reduced the externalities of social organization participating in social governance.Under this background,support organization based on intellectuals have participated in the reform of social governance system,promoted local government policy reform,and built government-society cooperation mechanisms to help the development of autonomous of social organization.This paper conducts a case study on the interaction practice between Q agency and local government.As an autonomous and dynamic action subject,its operating methods and value preferences can make changes in government rules and social organization fields,reflecting a kind of "Wisdom of action".From the end of the 20 th century to the beginning of the 21 st century,the establishment and deepening of the dual management system and the evaluation system of social organization have strengthened the logic of the power system for the governance of social organization.In recent years,the establishment of a government procurement service system has gradually brought the logic of market institutions into the governance of social organization.The inherent contradictions of the dual-system logic and the ambiguity of macro-policy signals have caused local governments to avoid risks and seek political achievements.This has created a bottom-up action space for Q agency.Local governments choose to cooperate with Q agency for performance and risk control tools,which caters to the needs of intellectuals.The two established selective affinity relationships in the transition period of social governance.In light of the characteristics of the power system logic embedded in the governance of local social organization,Q agency are involved in the evaluation of local social organization levels,and through the maintenance of institutional forms,they create trust relationships,and in the course of interaction,they have unwittingly transformed institutional practices.In view of the insufficiency of the design of the local market institutional logic and the concept of the medium-term system,Q agency formulate the production of embedded system logic through the government's policy of purchasing services,establish a management system for government procurement services,establish an institutionalized operational track,and integrate social organizations.The network of relations and the promotion of market logic have deepened the logic of market institutions.In the past,social organization emerged as a link in the hierarchy of governance.With the embedding of the logic of market institutions and the evolution of the dual institutional logic of local social organization,the formation of local social organization has been promoted.In the process of formation of the social organization field,the overall institutional environment of the society,the relationship system formed by the actors within the organization,and the strategic actions of the supporting social organization constitute the meso-observation basis for the evolution of the system logic.The position,habits,and reflective monitoring of Q agency constitute the micro-foundation of the strategic actions and their effectiveness of supporting social organizations.As the Q agency played a core and key role in the field organization of social organizations,this article concludes a brief discussion on the supervision issues of support organization,including the unity of the basic values of the team,the role of the “gatekeeper”,the transfer of self-discipline and the future direction of development from self-discipline to social choice.
