It is an indisputable fact that a large number of social organizations especially social work organizations emerged in recent years. The theme about models of social organization operation and existing has drawn much attention from practitioners and scholars. This paper, by analyzing a case, focused on the interactive logic between social organization and government and tried to do a preliminary exploration for academics.This paper firstly reviewed literatures from a critical perspective about research approaches on the relationship of government to social organization, embedding theory, the application of embedding theory in the development of Chinese social work and pointed out their results and shortcomings. Then, based on the construction practice of Chinese social work system and new social service system, this research focused on the relationship between government and social organization, and intended that this relationship are characteristic of bidirectional embedding and interactive embedding and built an ideal model of the relationship. By using this bidirectional embedding model, the paper analyzed the development process of Huaguoshan Model and the behavior pattern between government and social organization. Finally, the article summarized and reflected the effectiveness, experience and existing problems of Huaguoshan Model and deduced its future development trend.Research results showed that, in Huaguoshan Model, the government and social organizations have acquired interests in different degrees and embedded each other, reaching a win-win situation. On one hand, not only the government improved their work efficiency and quality, but also community neighborhood committees have been stripped of complicated administrative affairs, which made it possible to return to the nature resident autonomy. On the other hand, Y institution also obtain bigger development space in the Huaguoshan community, accumulated more community resources and enhanced status and role in the community. But at the same time, Huaguoshan Model also faced many difficulties. The Y organization, as one of the most important subject in Huaguoshan Model, was in its own challenges of inadequate capacity and deviation of belief in the process of participation in community management. In addition, in current Huaguoshan Model, the development of professional social workers also suffered a bottleneck.
