The Coordination Degree Between Urbanization Of Household Registration And Basic Public Service

The change of the main contradictions in our country in the new period requires the state to promote the well-being of the people's livelihood through development and satisfy the people's desire for a better life and make the people more informed by promoting social fairness and justice.This is the urbanization of China from the connotation and meaning of the transformation of the proposed real requirements,more emphasis on the focus of urbanization to return to the urbanization of people to achieve the comprehensive development of people up,and improve the public service system is the population of urbanization The core elements.For a long time,due to the household registration control,China has formed a deep-rooted urban-rural dual system,which produced the management of the city's foreign population and its services and a series of related issues,which behind the public service and social security differences.Therefore,the establishment and improvement of the basic public service system which is compatible with the level and structure of population urbanization is an important condition that affects the smooth transformation of urbanization.The goal of basic public service supply is to enable all citizens to enjoy equal access to public services that are not classified by geographical or household registration.From this point of view,the household registration of urbanization and basic public service supply is closely linked.Taking the Zhejiang Province as an example,this paper analyzes the interaction between urbanization and basic public service supply since 2007,using the coupled coordination degree model.The results show that:First,the urbanization level of household registration population is closely related to the accessibility and availability of basic public services.Second,the basic public service level of cities in Zhejiang Province is characterized by low level and full coverage.The level of public servicesupply of the basic survival needs of the people is better than the level of public service supply which satisfies the people's spiritual and cultural needs.Thirdly,the coupling between the urbanization and the basic public service supply is strong,the coordination degree is weak but the trend is increasing year by year;Fourth,the household registration population and the basic public service supply between the two levels of growth is not coordinated,the growth of basic public services behind the household population to enhance the level of urbanization.This paper argues that the key point and difficulty of urbanization of household registration population lies in the reform of public service system.The key to promoting the urbanization of household registration population is to promote the effective supply and equalization of basic public services,according to regional economic and social development,To optimize the spatial distribution of urban space and the allocation of basic public service resources;to further speed up the reform of household registration system,to give citizens equal "citizenship" and "civil rights",innovative social management system and public service supply,the establishment of results-oriented public Service evaluation system,to achieve the basic public services in the region,the balanced allocation between groups.
