China's current urban-rural household registration system and its associated binary system of basic public services are the product of the planned economy era. Its injustice and its impact on the further development of Chinese market economy has always been criticized by the majority of scholars .The urgency of reform has long been a consensus. The disagreement are what is to change and how to change it. This paper tries to analyze the changes of household registration after the founding of New China and points out the shortcomings of the current urban-rural household registration and the situation of the big differences between cities and rural areas. It also analyzes the dilemma of the household registration reform. Moreover, it compares the household registration policy of the current household registration reform in the forefront of the domestic urban and typical personnel registration system abroad. Essence to its dregs. The author advocates adopting the leaps and bounds-step approach to reform led by the central government, and establishing a unitary household registration system in line with Chinese national conditions suited to the equal basic public service system.
