Smart cities are the more advanced stages in the modernization of cities.Today,with the continuous innovation and implementation of cutting-edge information technologies such as big data,Internet of things,and cloud computing,the booming information technology has increased the number of non-replaceable Exhaustive motivation.In the construction and development of smart cities,the government's open data plays a crucial role as the emerging field of information science research.The relevant government departments provide freely,openly,transparently available data and information that are reasonably applied in the required fields and attract more and more people and elements.This will further dig and process the data and create new data.More value has a profound meaning,and it is more conducive to building smart cities in all aspects.At present,open data has been actively responded and widely participated in many countries and regions around the world,mainly manifested in the government's open data platform.Since the United States established a national-level government open data platform,governments around the world have also started to establish data open platforms of various levels,scales,and standards,and they have summarized their experiences in continuous practice,so that the government can use data for reference in opening up data.Accumulation of practice.The opening up of data by the Chinese government is still in its embryonic state.The development is still immature,especially for smart cities.Although some cities have built open government data platforms in the construction of smart cities,their open data is still far from open.Adapt to the development of smart cities.At the same time,at the national level,the national government open data platform is still under planning and construction.It can be said that it is relatively backward compared to developed countries and is not conducive to the implementation of smart cities.Therefore,based on the theoretical research and practical results of the construction of smart cities at home and abroad and the open data of the government,this study analyzes the demand for open government data in smart cities and furtherstudies the evaluation of openness of open data under smart cities.The program uses the Delphi method to determine the evaluation framework,and uses the Analytic Hierarchy Process(AHP)to determine the index weights.Afterwards,it uses Beijing and Harbin's government open data platform as a sample to conduct research.Through data statistical analysis tools and related technical means,the Based on the content of the assessment framework,the basic data of the index adheres to the combination of qualitative and quantitative,and comprehensively studies the degree of openness of the two platforms of government open data and conducts evaluation and analysis,thus discovering the inadequacies of governments in opening up data in the development of smart cities.In addition,relevant countermeasures and suggestions are proposed to help the government to open up the data and increase the degree of openness so as to promote the further improvement of the smart city construction.
