Research On The Openness Of Government Affairs In Lukou District Of Zhuzhou City Under The Background Of Smart City Construction

The openness of government affairs plays an irreplaceable role in the management of various affairs in economic and social fields.It is also an important basis for measuring the government's democracy and rule of law thus becoming a fundamental institutional arrangement of modern administration.In February 2016,the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council issued “Opinions on Promoting the Public Work of Government Affairs in an All-round Way”.In May 2017,the General Office of the State Council issued the ”Pilot Work Program on Standardization of Public Work at the Grass-roots Level”.This document identified 100 counties(including cities and districts)across the country.As one of the 100 pilot counties,Lukou District of Zhuzhou City has actively studied this area.In recent years,with the development of the Internet and mobile communication network industry,the development of the smart city has also emerged.Lukou District of Zhuzhou City launched the "Master Plan for the Construction of Smart Zhuzhou”(2015-2017)in2015 and the "Smart Lukou" project in 2016.Lukou District explores the pilot work of government activities about the "Wisdom Lukou" project and the multi-in-one project of the government portal website.At the outset,this paper examines and elaborates the implication,main theory and significance of government affairs openness.On the premise of clarifying current research situation and future development,this paper systematically and thoroughly studies and analyses the work of Lukou's County government affairs truthfulness by using convenience work and combining theoretical knowledge.To begin with,this paper discusses the achievements of government affairs openness underneath the contextual of the construction of Lukou District's smart city.In addition,paper analyses some existing problems,then evaluates the reasons for the problems,and studies the relevant countermeasures.It is observed that through unremitting efforts,Lukou District of Zhuzhou City Government has made great achievements in the publicity of government affairs,including optimizing the system and mechanism of publicity of government affairs,further innovating the channels and forms of government affairs,and broadening its scope.It can be concluded that as one of the pilot counties in China,the examination of LukouDistrict of Zhuzhou City is particularly meaningful,and its experience can be spread to local governments for reference.However,at the same time,from a careful and rigorous point of view,there are still some gaps between Lukou District's government affairs publicity work and the ideal effect of top-level design.It includes insufficient transparency of public information,inadequate integration of data resources of public information,inadequate dynamic supervision of public information,inadequate convenience of public service platform,and so on.Therefore,this verifies the value and significance of the research.To sum it up,this paper aims to provide substantive suggestions for promoting the better development and evolution of Lukou District's government affairs publicity work:improving the legal system,strengthening the awareness of government affairs publicity,standardizing the pilot project of government affairs publicity,optimizing the platform of government affairs publicity and strengthening the construction of government affairs publicity talent team,etc.
