Evaluation Research On The Maturity Of China's Government Data Openness

In the process of opening government data,some achievements have been made,but various problems have emerged.Establishing an evaluation index system to evaluate the maturity of China's current government data openness is conducive to the right medicine,and promote the government data openness to a maturer degree.This paper introduces the concept of "maturity" and establishes an index system that includes four levels of indicators:the basic level,the data level,the platform level,and the utilization effect.We use AHP and Delphi method to determine the index system and the weight of each index,then study the 64 regions with provincial and urban platforms of government data openness in China based upon the empirical research.Finally,We can know more about the status quo and insufficiencies of government data openness in China based on the statistical analysis of the research results as well as give advice for further government data openness.The results show that:?The platforms built in China is unevenly distributed and they cover few districts.?Government data openness is not mature in China,and the maturity of government data openness in the eastern region is higher than that in other regions.The government data openness in provincial administrative districts is better than that of sub-provincial cities and prefecture-level cities.?The score of policies and regulations in basic level is low.Due to the establishment of the Big Data Bureau,the score of promotion organization is high;the number of opening data sets in the data level is small,the metadata and the formats of open data are uneven.Most provinces and cities have established a "specialized platform".The number of data interfaces is very different,there is no agreement authorization of data openness or incomplete agreement authorization in most provinces and cities.The utilization of opening data is less effective.
