In the sixties of the 20 th century, the pluralism of state view and the tendency to discuss the state theory with the society as the center underestimated the state autonomy and state ability to a great extent.Under this historical background,Miliband was inspired by Marx and Engels' thought of state autonomy. On the basis of inheriting Marx and Engels' thought of state autonomy,Miliband proposed and developed the concept of " relative state autonomy",on the one hand,Miliband developed and explored the theory of state autonomy. On the other hand,Miliband provided a good reference for the return to the state school to the development of Marxist theory of state autonomy. However,at present, the research on Miliband's thought at home and abroad mainly focuses on his critical thought, democratic thought and national theory as a whole, and the research on the relative autonomy of Mildred's country is relatively few. This paper analyzes the ideological origin, development process and limitations of Miliband's theory of state relative autonomy by combing Miliband's works and articles. This paper is divided into four chapters,in addition to the first chapter of the introduction, the other three chapters respectively combed the ideological origin of Miliband, the theory of relative autonomy of the state and its comments. The second chapter mainly combs the life, works and ideological origins of Miliband.Miliband's state theory is deeply influenced by Marxism on the one hand, and closely related to his study and work experience on the other hand. Therefore, sorting out Miliband's life will help us return to the historical context and study his political thought. At the same time,Miliband put forward the theory of relative self-protection of the state by rearranging the works of Marx,Engels and other Marxists. In the third chapter, the author mainly introduces Mildred's theory of state relative autonomy.Including the historical and ideological background of the formation of its theory, the concept of relative autonomy of the state, the object and measurement methods and so on.Marx and Engels understood the relative autonomy of the state as a product of the state in a special state, while Miliband believed that the autonomy of the state relative to the ruling class is universal in the state, relative to the ruling class autonomy is an important guarantee for the state to deal with state affairs in a flexible manner. The fourth chapter mainly analyzes the shortage and theoretical contribution of Miliband's theory of state relative autonomy. On the one hand,Miliband,as a western Marxist,is restricted by his position and vision, which makes him lack of understanding of European Marxism. In the process of analysis of capitalist countries,Miliband only from the perspective of class struggle analysis, understanding of many phenomena have deviation. On the other hand,Miliband's strong realistic concern has a negative impact on his academic vision. In spite of the defects of Miliband's theory of state,we can find that Miliband not only responded to the important academic views of his generation, but also provided important support for the application of Marxist theory of state to western capitalist countries. On the other hand,he put forward his theory of relative autonomy of state, which provided an important basis and reference for the emergence and development of the school of state.
