Research On The Dilemma Of Rural Social Governance In China

After the reform and opening up,with the implementation of the household contract responsibility system for rural households in China,the gradual establishment and improvement of the socialist market economy system,and the acceleration of the process of urbanization and industrialization,China's rural social structure and rural family structure,interest structure,There have also been major changes in lifestyle and other aspects.A large number of rural young people flock to cities,and rural areas have experienced various phenomena such as “hollowing out” and “three stays”.Problems have arisen in the distribution,circulation,use of homestead,compensation for land acquisition,and collective income of the contracted land.Contradictions are also revealed.In the aspect of rural social governance,there are obvious lags in the reform of governance concepts,governance methods,and means.Based on this situation,it is necessary to change the way of rural social governance and solve the social governance dilemma.Rural society has developed in a healthy and orderly manner.At present,the field of social management urgently needs to further deepen reforms and accelerate the transition from traditional social management to modern social governance.Based on the emerging problems in governance in rural areas and the governance dilemmas faced by them,innovation must not be delayed.This must be done at one stroke to achieve innovation in the governance system.This study,based on the history of governance in rural China since the founding of the People's Republic of China and the current implementation and development trend of rural social governance in China,focuses on the analysis of the predicament of rural social governance in China,which is mainly manifested in the following aspects:There is an urgent need to strengthen the order of the rule of law in rural social governance;various types of rural governance problems are highlighted in the process of urbanization in rural areas;rural social governance is biased to a single entity;and the development of rural self-government at the grassroots level is incomplete.According to the spirit of the "Resolution" of the Third Plenary Session of the 18 th CPC Central Committee and under the guidance of the "Innovative Social Governance System",this study proposes the following constructive strategies for the current governance of rural society as a whole: changing concepts and establishing the concept of "social standard".And principles;Strengthen the construction of the legal system to ensure that rural areas achieve the goal of social governance;further promote the diversification of rural social governance entities;build a rural governance system with Chinese characteristics,and promote the independent expression of each subject,consultation and dialogue and benign interaction.
