"Flexibility" is widespread in all areas of economic and social development,especially in the practice of grass-roots governance and policy implementation.Sociology,histology,policy,public administration and other disciplines have carried out specific research on "flexibility",and its research provides us with useful ideas for understanding "flexibility".However,there are some shortcomings.Firstly,more attention is paid to the "flexibility" of government organizations,while the attention to the "flexibility" of village cadres is not enough.Second,more research has been done to researching the "policy-flexibility" which changing the goal of policy,while ignoring the"policy-flexibility" which changing the form.This paper takes the implementation of the policy as an example to study the "policy-flexibility" of village cadres.Based on the observation of the village policy implementation,the paper stated the specific types of the behavior of "policy-flexibility",including distinguishing policy objectives,choosing expedient means,adjusting the content of policy,simplifying the procedures.Essentially,these "policy-flexibility" does not change the original goals of the policy.This paper introduces the perspective of street bureaucrats.The core idea of the perspective of street bureaucrats is that street-bureaucrats use their discretion to develop a series of coping strategies to working out of the predicament.In a sense,these tactics of the street bureaucrat are consistent with the "policy flexibility" which this article focuses on.Based on street bureaucracy theory,this paper provides the methods to analyzing the reasons of village cadres" policy-flexibility "from three aspects,including pressure of work,discretion,and the features of villagers.The study found these aspects;First,multiple work pressure is the internal root of the behavior of "policy-flexibility" of village cadres.There is a contradiction between the unity of policy text and the diversity of rural social field,which brings a kind of"situational pressure" to village cadres.The shortage of organizational resources including power,finance and time,which bringing resource pressure to village cadres.Under multiple pressures,the village cadres see "policy flexibility" as a strategic option.Second,discretionary power makes it is possible for "policy flexibility".Fuzziness and information dominance of village cadres gives considerable discretion,making that behavior of the "policy-flexibility" has the legitimacy foundation.Third,based on obeying the national authority and special economic rational view,villagers lack of power and capability to supervising the behavior of village cadres.So,the supervision is softening,which acquiesces in the behavior of "policy flexibility" of village cadres.Additionally,the paper briefly analyzes the social consequences of the behavior of"policy-flexibility" of village cadres from the government and villagers.It concludes that the behavior of "policy-flexibility" of village cadres ensures the policy benefits of villagers and the governance effect of the government.
