Research On Implementation Of Targeted Poverty Alleviation Policy At Grass-roots Level From The Perspective Of Street Bureaucracy Theory

The theory of street bureaucracy is an important theoretical tool to explain the bottom-up policy implementation of street bureaucracy.It will focus on the analysis of the grass-roots policy executors,especially the front-line policy executors in the process of policy implementation,including the role of street bureaucrats,behavior characteristics,action logic and the control path of the discretion.It provides a clear theoretical framework for the study of the impact of grass-roots policy execution subjects on the effectiveness of policy implementation.Grass-roots cadres,especially village cadres,are real implementers of Targeted Poverty Alleviation Policies at the grass-roots level in China.We find that village cadres hold considerable room for policy re-formulation in the implementation of Targeted Poverty Alleviation Policies,and their dual role orientation,behavioral characteristics and behavioral logic are basically consistent with the core viewpoints of the theory of street bureaucracy.Based on the theory of street bureaucracy,the article attempts to scientifically analyze the problems and causes of grassroots,especially village group cadres,in the implementation of targeted poverty alleviation policies.focusing on the specific contents of six aspects: precise identification,industrial projects,poverty alleviati on funds,measures to the household,village dispatchers and results of poverty alleviation.From the perspective of street bureaucracy theory,the i mplementation of grassroots targeted poverty alleviation policies has the following prob lems: accurate identification of "misjudged" policy distortions,perfunctory implementation of "landing" policy of project poverty alleviation,concealment implementation of "corruption" policy of poverty alleviation funds,additional implementation of "se tting up barriers" policy by measures to households,and "conspiracy" policy catering to implementation and "returning to poverty" policy of targeted poverty alleviation and comparing the implementation of strategies and other issues.Based on the theory of street bureaucracy,this paper makes a thorough analysis of the causes of these problems,which can be summarized as the breakdown of the interactive rules of street bureaucracy in the implementation of the precise poverty alleviation policy at the grass-roots level,the tendency of the interests of street bureaucrats,the low comprehensive quality of street bureaucrats,the monopoly of information power of street bureaucrats,the complexity of the policy environment of street bureaucrats and the supervision mechanism of street bureaucrats is not perfect.Finally,based on the analysis of its causes,this paper explores the governance of the implementation of grassroots targeted poverty alleviation policies from the perspective of street bureaucracy theory,and draws the following suggestions.At first,to promote the coupling of grassroots precise Poverty Alleviation Policies with the implementation of the rules of street bureaucratic interaction.The second is to promote the balance of interests and needs between the subject and the object of the precise poverty alleviation policy at the grass-roots level.Thirdly,we should improve the overall quality of street bureaucrats in implementing precise Poverty Alleviation Policies at the grass-roots level.Fourthly,we should strengthen the control over the information power of street bureaucrats in the implementation of precise Poverty Alleviation Policies at the grass-roots level.Fifthly,we should Improve and Optimize the Implementation Environment of Targeted Poverty Alleviation Policy for Grass-roots Street Bureaucrats.At last,we should improve the incentive and supervision mechanism of street bureaucrats in implementing Targeted Poverty Alleviation Policies at the grass-roots level.
