The academic research on petitions has long originated in China.It involves many topics and has yielded fruitful scientific research.However,in recent years,especially since the party's 18 th National Congress of the Communist Party,China has entered an important stage of building a moderately prosperous society and the reform has entered a critical period.In the face of numerous contradictory challenges,Communist Party of China must also complete the primary task of reform and development.Against this background of society,the situation of petition letter we face is not optimistic,with witch is the large total amount of letters,gradually intensified trend of gathering petitioners,increasingly extreme behaviors of petitioners and obviously arising various petition issues.Studying the petition issue will help resolve contradictions and disputes in a timely manner,strengthen the links between the party and the government and the people,and provide guarantees for the healthy development of the economy and society.Studying the petition issue will enable the party and government to better understand the phenomenon and nature of the petition work,promote the reform of petition work,and provide useful help for the modernization of the national governance system and governance capabilities.Otherwise,the research on the petition issue will help solve the problems concerning the real interests of the people,increase the people's awareness of protecting their rights in accordance with the law,and help fuel the realization of the two hundred-year goals.
