Predicament And Countermeasures Study Of Ruralletters And Visits

The letters and visits system is the people's democratic political system with Chinese characteristics,which is an important window for the masses to feedback their opinions,carry out supervision,resolve contradictions and express their own views.As a unique political system in China,letters and visits have two functions: social governance and political mobilization.It plays an active and effective role in maintaining social stability and realizing political supervision.China is still in the primary stage of socialism,and the whole society is in the period of great change,great development and great prosperity.General Secretary Xi Jinping has put forward Belt and Road's strategic development goal,which urges the country to transform as soon as possible and speeds up the urbanization process.Harmonious and stable social development cannot be separated from the promotion of rural economy and the progress of farmers themselves.At present,rural letters and visits has hindered the smooth progress of all works,and has become one of the political problems urgently needed to be solved by the Party and country.Taking L Town in Northern Jiangsu as an example,this paper analyzes the dilemma existing in the rural grass-roots letters and visits work: the number of letters and visits remains high,the number of petitions caused by land problems is increasing,and the number of letters and visits caused by private village affairs is increasing.This paper makes an in-depth study and analysis of dilemma reasons,and concludes that the reasons of rural grass-roots letters and visits dilemma are not only the system,but also the poor quality of village cadres,the absence of ideological education among the masses,and the inadequacy of rural grass-roots management.Based on the above reasons,it puts forward four countermeasures,such as establishing a standardized rural letters and visits working system,establishing and perfecting the village-level management system,strengthening the construction of grass-roots letters and visits team,promoting service ability and improving the quality of farmers.
