Research On The Problems And Countermeasures Of Network Petition In Jiangsu Province

For the past few years,China has entered the e-government era with the development of Internet.In this context,bureau for letters and calls starts to explore how to build the networked letters and calls to provide networking channel for the masses.The networked channel is more convenient,transparent and cheaper over the traditional channels like letter-writing and visiting.After years of development,the new channel has been accepted gradually by the masses and been an important component of our letters and calls system.The 3rd Plenary Session of 18th CPC deepened the reform of letters and visits system and decided to build the networked letters and calls,formally opening a new chapter of letters and calls.State Bureau for Letters and Calls has started to generalize the networking channel in the nationwide since 2014 by requiring affiliated units to circulate all processes of letters and calls on the internet.The connotation and extension of internet calls and letters become more and more widely.The innovation measures about internet channel spring up across the country.Jiangsu Bureau of Letters and Calls which the author majors in is always at the forefront of the country,however,more and more deficiencies and problems are being exposed with the deep application of internet letters and calls.This paper combines the theory of Internet Political Participation with the construction of service-oriented government.The author would like to learn and draw the advanced experience from countries like the United States,the European Union,Russia and Provinces like Guizhou,Zhejiang by analyzing the problems in Jiangsu visits and letters.Giving targeted suggestions in the following five areas:1.Improving the importance of network letters and visits.2.Improving the standardization level of the application of the networked letters and visits.3.Improving the service ability of letters and visits for the masses.4.Improving the ability level of service government decision-making.5.Clear orientation of overriding visits and repeated visits.The author tries to find out the development model of Network letter and visit which is really adjust to China national conditions and suitable for local practice and worthy of popularization and Application.
