Research On The Problems And Countermeasures In The Petition Work In Town C

China is currently on the decisive stage of building a moderately prosperous society.China's reform is on its critical period and has entered deep water area,involving the adjustment of major interests.Deep contradictions,which are reflected in the frequent occurrences and diversification of petitions in recent years,have gradually emerged.These contradictions have exerted increasingly serious influences on the harmony and stability of society.The new regulations on petitions stipulate that affairs of letters and visits concerning subordinate administrative offices or their staff shall be transferred directly to the corresponding subordinate lower administrative offices,under the principles of"territorial management","grading responsibility" and "who is in charge should be responsible for it ".These principles stipulate that treatments of letters and visits should be mainly handled by local party committees and governments at all levels,and most letters and visits are ultimately solved by grass-roots party and governments.The key to solve the problem of letters and visits is to solve it at grass-roots level and at embryonic stage.Grass-roots petition work,involving direct contact with the petitioners,is the most direct bridge between our party and the masses,and is the most direct link between cadres and masses.Grass-roots petition work is related to the stability and harmony of the whole society.However,the increasingly serious problem of letters and visits brings more and more pressure to the grass-roots offices and staff.The grass-roots governments are facing double pressures of development and stability.Therefore,the problem how to better handle letters and visits at the grass-roots level is urgent and important.Nowadays,many scholars in our country focus on the macro aspect of the study of the letters and visits.The study of the letters and visits from the legal system level has become mature.In contrast,few studies have been done on practices of grass-roots letters and visits work.However,the focus and difficulty of solving the problem of letters and visits are at the grass-roots level.The increasingly serious problems of letters and visits make it urgent to put forward practical measures for the work of letters and visits at the grass-roots level.The main purpose of this paper is to analyze the characteristics of the petition work under the new situation,to improve the resolution rate of the contradictions in letters and visits,and to improve the level of government service.Combined with my practice in Letters and Visits Bureau and township work in Jinhu County,this paper analyses the present situation,existing problems and causes of the letters and This paper applies the public management theories such as social governance theory and social conflict theory,and adopts research methods like literature research method,field survey method,case analysis method and individual interview method,in order to analyze the current situation and problems of public complaints and proposals work in C township of Jinhu County;then based on the existing problems,analyze their causes;and finally put forward the countermeasures and suggestions for improving the public complaints and proposals work in townships.The paper is divided into five parts:introduction;definition of related concepts and their theoretical basis,analysis of the status quo of public complaints and proposals work in the C township;analysis of main problems and reasons of public complaints and proposals work in the C township;countermeasures and suggestions for improving township public complaints and proposals work:(1)Improving the current rural grassroots complaints and proposals system,including establishing a precaution mechanism,standardizing legal procedures,and establishing a multi-sectors linkage system;(2)Innovating rural grassroots complaints and proposals methods,including handling the initial petition and mobilizing members of party committee,NPC and CPPCC,establishing a legal consultation platform for grassroots complaints and proposals,improving awareness of initiative visit of related departments,and easing the pressure on the grassroots govermments;(3)Enhancing rural grassroots complaints and proposals work,including protection of complaints and proposals hardware;(4)Strengthening legal education and expanding channels to protect people's rights,including promoting rural grassroots legal education,adhering to the systems of leadership acceptance day and transparent administration;(5)Extending ways of social relief,including exploring the bottom-up relief system,standardizing relief procedures,and mobilizing people's participation.
