The Study Of Australia's Marine Strategy In The 21^st Century

The 21st century is the times of ocean and Australia will develop the marine technology to its great extent,thus the marine strategy,which is established according to the geography of Australia,is one part of Australia's overall strategy.Australia is always studying everything with ocean,but academic circles have no idea about the level of Australia's ocean studying,because academic circles pay more attention to the research of America's marine strategy,Russia's marine strategy and Japan's marine strategy.According to the current studies,this article believes the research of Australia's ocean is diversification from Australia's marine defense security to Indo-pacific area.On the basis of research,this paper considers the Australia's marine strategy in the 21st century is not only the continuation of last century but also it is transformation---from relying on strong country to relative dependence.Through the past,Australia's marine strategy in the 21st century includes three parts:marine industry strategy,marine defense security strategy and environmental protection strategy.The effect of ocean depends on the location of Australia.The marine industry strategy describes the situation of marine industry,difficulties,and the development pattern,and forecasts the prospect of marine economic development;Second,the marine security studies its new features and analyzes the purpose of marine security;Third,marine environmental protection tells us its situation and protective measures in detail,and Australia's Ocean Policy makes a great contribution to Australia's marine environment.From the content and impact of Australia's marine strategy,we can know that this strategy exists good point and disadvantage.The advantage is that the public can be cultivated marine ideas anywhere and anytime,hence the public can be easier to understand the importance of this strategy and put the marine into effect.On the other hand,the shortcoming is that the foreign policy is not completely independent and it relies on strong country to some extent.Moreover,the Australia's Ocean Policy does make great contribution to the environment,but it lacks the details how to implement and doesn't take multi-stakeholder into consideration,thus the targets of the Policy can't be achieved.Through studying Australia's marine strategy,China can learn some experience,such as learning the model of integrated management,the pattern of environmental protection and so on.On the basis of this strategy,China can enrich its marine system and promote its sustainable development of ocean.In a word,although Australia's marine strategy develops slowly,it is of great importance of cultivating the marine idea of public,bringing people closer to ocean and promoting comprehensive development of Australia's marine industry.
