Uganda's political development process has always been the focus and core of Uganda's national development.The process of political development in Uganda is long and winding.In the 1950 s,in order to achieve independence,Uganda gradually established the principle of multi-party competition.After independence,Uganda gradually transitioned from a multi-party system to a one-party system.Since then,a coup d'état in Uganda has become a military dictatorship.In 1986,Uganda entered the "Movement system" period.Under the leadership of the National Resistance Movement,Uganda basically achieved national stability and economic development.In 2005,Uganda re-established the presidential multi-party political party system through a referendum,and Uganda's political development has entered a new phase.A comprehensive analysis of the background and development of the multi-party system in Uganda will enrich the study of African politics,especially African party politics.At the same time,it will also contribute to a deep understanding of the relevant concepts of the political party system,democracy,and multi-party democracy,as well as the analysis of the relationship between democracy and multi-party systems.The main content of this article consists of four parts: First,it will sort out and analyze the background of the restoration of multi-party system in Uganda.Second,it summarizes Uganda's recovery of the multi-party system and its subsequent three general elections in 2005.Then it analyzes Uganda's multi-party system.In the end,it analyzed the constraining factors and favorable factors for the development of the multi-party system in Uganda,and analyzed key issues in the future development of Uganda's multi-party system in an attempt to gain inspiration.During the period of the movement system,the violent conflict after Uganda's independence was interpreted as being triggered by tribal-based parties.Therefore,the Ugandan people believe that the multi-party system will bring about violence and division.However,with the development of election politics in Uganda,the "resort system" has to face the lack of "organization";the competition of political parties has increased;the government hasto face a series of problems such as the differences between legislative and executive power.This has become the main reason for restoring the multi-party system.After the restoration of the multi-party system,Uganda formed a situation in which the multi-party system and the decentralization system developed in a coordinated manner and developed into a dominant party-based country.In addition,the characteristics of Uganda's multi-party system are also manifested in the inclusiveness and wide participation in elections;the importance of women;the cost of elections;and the cooperation between parties.At the same time,Uganda's multi-party system also faces constraints from the weak political foundations of many parties,weak economic foundations,and tribalism and traditional political culture.In the future,handling the transfer of power in Uganda and the rejuvenation of voters will become the key to the development of a multi-party system in Uganda.In the case of avoiding the political risk,the author believes that the ruling party may remove the president's age limit by amending the constitution,leaving Museveni's continued participation in the presidential election.
