E-government is an important tool for realizing human sustainable development,and it is an important way to improve government transparency,promote more inclusive social participation,maintain the equity of access to government information,eliminate the digital divide,and achieve the goal of establishing a peaceful,just and inclusive society.It is one of the China's E-government development goals to learn foreign mature experiences to promote E-government information equity in China,protect the public information rights of vulnerable groups,and increase the well-being and happiness of ordinary people.Since President Clinton proposed E-government development in 1993 to improve government's efficiency of management and serving,imbalances of E-government development still can be found in the E-government development between both sides of the ocean and central regions,and the unfairness of government information acquisition among different races,age and genders.After continuous efforts of the Clinton,Bush,Obama and other administrations,the United States has successively issued a series of policies,regulations and measures in government information open,public access to government information,the vulnerable groups information right protection and so on,and achieved great results in the construction of E-government information equity.This paper analyzes and discusses the construction of E-government information equity in the United States by literature analysis,content analysis,analytical induction,and comparative analysis etc.Firstly,the thesis combs the relevant research results about the construction of E-government information equity in the United States at home and abroad by literature analysis.Secondly,the text of relevant policies and regulations about the construction of E-government information equity in the United States is analyzed and interpreted by content analysis,concerning Freedom of Information Act,E-Government Act,Rehabilitation Act Amendments etc,from which the following conclusions can be reached:the United States have developed a comprehensive system of information rights protection and information rights remedy in order to promote government information management and opening,protect public enjoying equal information rights.Thirdly,by analyzing the organization and personnel that guarantee E-government information equity in America using comparative analysis,it is found that the NARA and public libraries are important access points for E-government,which not only ensure the spread of government information resources but also help people to obtain online government information,which play the role of "social equalizer" and make positive contribution to maintain E-government information equity and narrow the digital divide.The chief information officer and chief technology officer of the United States provide more opportunities and ways for the public to enjoy the government's service conveniently,which ensures the opportunity equity of E-government information acquisition.Fourthly,by analyzing technical guarantee of E-government information equity in the United States using analytical induction,it is found that the special information requirements of vulnerable groups have been taken fully consideration in America.By designing web pages according to the user's requirements when building government website and adopting humanized information accessibility technologies,professional information retrieval techniques,efficient social media technologies and friendly interactive techniques etc,the individualization of the E-goverrnment information service has been realized.Finally,on the basis of analyzing the current construction situation of E-government information equity in our country by comparative analysis,this paper proposes that we should improve the corresponding policies and regulations to secure acquirement rights about government information,set the related agencies to ensure the fair allocation of government information,pay more attention to the use of relevant technologies to ensure the fair acquisition and utilization of government information etc,to promote the realization of E-government goal in China to benefit all citizens.
