The Research On The Evaluation Index System Of Government Information Service For Vulnerable Groups

In recent years,with the continuous progress of the construction of service oriented government in China,the openness of information has gradually increased,and the phenomenon of information inequality,such as information gap,information rent-seeking and so on,have been frequent.Premier Zhu Rongji first mentioned the "vulnerable groups" of public service problems in the government report on March 2002.Subsequently,the society paid more attention to the information service of the vulnerable groups.In the process of building a harmonious socialist society,a series of problems,such as the life and work of the vulnerable groups,each government must take the responsibility and bear it.To promote the realization of the value of the vulnerable groups and to meet their inner needs of being respected by others is not only a social problem,but also the responsibility of the various government departments.This paper bases on the Maslow information demand theory,information inequality theory,government information service theory and the theory of information fairness,through the research on the information needs of vulnerable groups of government information service,further construction for vulnerable groups of the government information service evaluation index system,the purpose is to analyze the existence of government information service for vulnerable groups of the current problems,then provide a good way to solve information service quality problems quickly.At present,the construction of service-oriented government in China is in a period of vigorous development,the level of its service improves constantly,but the government information service for vulnerable groups is the construction of service-oriented government challenges,which is also a lack of the corresponding evaluation index system.We can't measure the development of the government information service for vulnerable groups.Therefore,it is necessary to study the evaluation index system of government information service for vulnerable groups.In the early time,I made a systematic investigation on the current situation of information service for vulnerable groups both at home and abroad.On the basis of the government information service quality evaluation of existing information service dimensions,combining with the current situation of vulnerable groups,then embedding dimension of evaluation index system of fair information,finally established the government information service quality evaluation for vulnerable groups of the 4 first level indexes,and 9 second level indexes,which is closely related to the government information service for vulnerable groups.In accordance with the content of information service,government information organization quality,physical resources,digital resources,service process,service effect,resource allocation,security measures,user perception of these dimensions are divided.Each of the two level indexes,through systematic combing,established three level indexes,a total of 49.Then calculate the weight of the index system,on this basis,through the questionnaire,draw the overall satisfaction degree of vulnerable groups to the government information service.Finally,do empirical research on the evaluation index we have designed,and give a detailed analysis of the evaluation results,find the current problems in China for vulnerable groups of the government information service,then put forward the corresponding improvement measures for the problems.
