The promotion of the idea of "Entrepreneur Government" and the progress of the transformation of government functions have questioned the traditional evaluation methods of the government and other public sectors.What kind of value standards have been used to evaluate government effectiveness has become an unavoidable issue.Western countries advocate the introduction of business management concepts under market conditions into the public sector operation process and adopt strict performance appraisal methods to evaluate members of public organizations.As a result,performance management,which is an important part of modern enterprise human resource management,is gradually in the public sector such as the government.Use it.However,it is undeniable that there are still many problems in the performance appraisal of the current civil service,and the promotion of the performance appraisal of civil servants at the grass-roots level has been seriously lagging behind,which has become an impediment to China's realization of the "national governance system and the modernization of governance capabilities." Thus,It has become an urgent need to promote the optimization of the performance appraisal of grass-roots township civil servants.Based on this,this paper bases on the practical operation practice of the civil servants' performance appraisal in the basic township of Kazuo County,Chaoyang City,and collects the basic information of Kazuo County grass-roots civil servants'performance appraisal for the grass-roots government through the questionnaire survey.It analyzes Kazuo County through SPSS.In the process of performance appraisal of township civil servants,the objectives of evaluation are not clear,the assessment body is slightly single,the assessment index system is not sound enough,performance assessment is ineffective,and the practical appraisal of performance appraisal results is insufficient.Smart,multi-participation,rigid performance appraisal principles,and from the perspective of practicality,built "what to test","what to test","when to test","how to test","who test" and "how to use the assessment results".The complete performance appraisal chain explores the improvement of the performance appraisal system for civil servants at the grassroots level.This article attempts to take the research on the performance appraisal of the civil servants in the Kazuo County of Chaoyang County as the starting point to discover the universal problems of the current civil servants' performance appraisal at the grassroots level in the country.Under the premise of effectively promoting the process of improving the performance appraisal of the civil servants in the Kazuo County,this paper will try to A broader range of grass-roots civil servants' performance appraisal and optimization can provide reference.
