| The establishment of a law-based society becomes increasingly significant,which can be indicated by the suggestion of improving the public’s awareness of law-based governance and building a complete legal service system raised at the Fourth Plenary Session of the 18 th Central Committee of the Communist Party of China and the statement emphasized in the report delivered at the 19 th National Congress of the Communist Party of China saying that the legalization of social governance shall be strengthened relying on the guarantee of rule of law.To upgrade the establishment of the society governed by law,it is necessary to reinforce the system and the regulation design,which requires not only expediting the construction of public legal service system covering both urban and rural areas but also promoting the development of a comprehensive mechanism of conflicts prevention and conciliation.At the decisive stage of building a moderately prosperous society and under the background of deepening the reform in an all-round way,building a complete public legal service system is an inherent demand for building a socialist rule of law system with Chinese characteristic,an effective method to meet people’s fundamental legal requirements,and a crucial foundation to maintain social stability and to boost the modernization of national governance system.As a basic unit of modern society,community is the basis of social stability and development.It is of great importance to vigorously promote the establishment of the integrated community service system for the healthy development of communities.In order to consummate comprehensive servicesystem in communities,community legal service system shall be strengthened with regard to its establishment,and the important component and approach of it lies in community legal adviser system.The community legal adviser system has currently been introduced into most of our provinces,cities and autonomous regions,and some results have been achieved.Nevertheless,its promotion confronts some difficulties in practice owing to the effect of various factors.Through the careful survey and analysis on the actual implementation of community legal adviser system in Wuhu city,Anhui province,the author concludes common problems in practical process of community legal adviser system.Upon profound analysis of these issues and their causes,it is proposed accordingly that the development of community legal adviser system in China can be ameliorated and consummated by taking measures like reinforcing design of the top,improving working mechanism,setting up fund security system,building effective evaluation system,strengthening the coordination and distribution of legal resources. |
