Research On Practice Exploration And Optimizing Path Of "Community Legal Adviser" System

Public legal service is an important part of public service,and the construction of public legal service system is an important measure to promote the modernization of social governance capacity.Jiangsu Province proposed "one community,one legal adviser",employing the mode of government purchase to hire legal advisers to enter the community,so that all participants in the community can enjoy free and high-quality legal services at the door of their homes.This system of "community legal adviser" tries to use "legal doctor" to deal with the persistent disease of community governance,handle the relationship among all parties within the community,and answer the dilemma of grassroots governance.At present,community legal advisers have become an important new mode of popularization of grass-roots public legal services.The public service function of grass-roots government has an all-round supporting effect on the practice of community legal adviser system.In fact,the grass-roots government inevitably has some problems in the operation of the system,such as inadequate quality and ability of personnel,inappropriate application measures,formalized assessment content and poor communication channels,which to some extent restrict the operation and development of the community legal adviser system.Guided by the Theory of New Public Service and Institution Change Theory,this paper takes the operation of the community legal adviser system in Xiangcheng District of Suzhou as a case study,describes the background and operation of the establishment of the community legal adviser system in Xiangcheng District,understands the challenges and causes of the operation of the community legal adviser system in Xiangcheng District through questionnaires and interviews.On this basis,the paper puts forward that grass-roots governments should enrich service modes,implement occupational security,standardize service development,and emphasize interactive participation,so as to further optimize the operation of community legal consultant system,effectively change the imbalance and inadequacy of public legal service resources,better meet the needs of grass-roots organizations and the masses for legal services,and effectively smooth public legal services "one last kilometer".
