Study On The Implementation Problem And Countermeasures Of "Ten Full Coverage" Policies In Inner Mongolia

In July 2014,the Inner Mongolia autonomous region promulgated the" Ten Full Coverage"policies.The policy is to study the important speech spirit of General secretary Xi Jinping in Inner Mongolia and the development thought of "8,337" as the criterion,to speed up the construction of urban and rural integration,and overall development of the whole region,to promote the comprehensive construction of a well-off society.At the beginning of the policy,received widespread attention and support,but after more than two years of implementation,the implementation effect is not good,and there are many bad phenomena in agricultural and pastoral areas,such as rent-seeking phenomenon,image engineering,Engineering stagnation and so on.Therefore,the study on the implementation of "Ten Full Coverage" policy will help the normal order of policy follow-up engineering.The main work of this paper is as follows:First,using the literature analysis method,on the basis of the review of domestic and foreign policy implementation research,discusses the common problems and reasons of local government in the policy implementation process.Secondly,the author expounds the content and objectives of " Ten Full Coverage" policy in Inner Mongolia,using field method and interview to investigate the farmers and herdsmen in some areas of Inner Mongolia,and obtains the status and effect of the current policy implementation.Thirdly,through the policy implementation theory,"economic man" hypothesis and rent-seeking behavior theory,this paper analyzes the policy itself,policy implementation subject,target group to get the dilemma of policy implementation and the reasons.Finally,through the optimization of the overall quality of the policy practitioners,interests coordination,scientific evaluation,the acceptance of the target group and implementation environment,the Inner Mongolia" Ten Full Coverage" policy is gradually refined to ensure the smooth implementation of the project.
