Corruption is a common problem faced by all nations and asset declaration mechanisms regarding civil servants have been adopted as effective anti-corruption legal measures worldwide.Such a declaration mechanism has also been effected in China for more than ten years but only in the Chinese Communist Party rulebooks with no legal power.And since the 19th Party Congress has called for speeding up the law making process that could turn such a declaration requirement formally into law,this research project will follow the Party's suggestion and study China's transparency regime regarding its civil servants from two angles.First,it will use archival research to understand the legal basis for turning such a mechanism formally into laws,filter the evolution of the country's anti-corruption policies since the reform and opening in the late 1970s,and analyze the trial-and-error results from some provinces that adopted asset declaration policies on their civil servants.Second,this project will utilize a comparative perspective that takes on a number of countries which have adopted such transparency regimes and learn from their mistakes in policy makings and executions,for improving China's prospect to successfully implement such an anti-corruption measure in a legally robust way.Procedurally,this project will first define the concepts relevant to the research on the institutionalization of China's civil servants'asset reporting regimes,and modify such concepts according to China's unique political landscape to best suit the research design.It will then identity problems surrounding such institutionalization efforts including why it is important that such a reporting scheme be turned into law,who should report,what should be reported,reporting to whom,and how best to do it in legally meaningful measures.In the end,it will provide legal and political advice on how to correct these identifiable problems,to policy makers in China's polity.
