| Civil servants properties declaration system is a public service in accordance withnational laws and regulations,asking civil servants and their family membersinspecific cases to declare truthfully to the specialized agencies.accepting supervisionof the specialized agencies,accepting publicscrutiny and bearing the corresponding legal responsibility.However,through theanalysis of the development course of civil servants properties declaration systemand the practice of local areas,we can see that there is still a series problems such as the body of reporting scope istoo narrow,types of assets declaration are incomplete;Lackingauthorityandindependence of irregularities,and so on.With reference to foreign experience of public official property declarationsystem and the problems in China’s conditions,this paper thinks the subject should bedetermined from a reasonable scope,perfect and the types of ranges assets declaration and build an independent,authorized supervisory institution,toenableittoperformitsdutyauthoritatively and independently.Itincreases punishment efforts on civil servants whoviolates the system in term of different plot.It makes different degree of punishmentthrough the diversified responsible mechanism.And it provides guarantee for it.Developfrom the initial establishment of property declaration system this paper takes different methods in terms of different assets contents gradually.Allthese methods have been taken to improve our civil servants properties declarationsystem.This paper takes the properties system of official assets of our country as itsresearchobject.Moreover,arts science explanation,interpretation,hermeticinterpretation and so on.It has been used to interpret the current laws regulations andconcluded that China need to build civil servants properties declaration system.Somechanism was formed and civil servants dare not to conduct corruption from thesource.And it promotes the process of the construction of Government governed by law. |
