Research On Social Organizations' Participation In Public Security Under The Condition Of New-type Urbanization

New-type urbanization,which provides support for social development,is a major strategic plan made by the party and the country in the face of the current situation.However,during the process of new-type urbanization,with the changes in social structure and the adjustment of interest relations,social conflicts and social problems have become prominent.This has led to problems such as crimes caused by the increase in migrants,public security incidents caused by complicated interest disputes,public security risks caused by the lack of managements,social conflicts caused by civil discomfort,and rural “left-behind people”.The participation of social organizations in public security refers to the various public security-related activities and behaviors that social organizations appear in the course of carrying out their key activities on the basis of adhering to the leadership of party committees and governments at all levels and under the guidance of public security departments.The effects of social organizations' participation in pulic security are manifested in several aspects such as enhancing citizens' awareness of prevention,alleviating the pressure of public security departments,resolving contradictions and disputes,collecting public security information,feed backing public security demands,and persuading bad behaviors.Giving play to the role of social organizations in participating in public security does well to the maintenance of social order,the promotion of comprehensive governance of public security,and the construction of a public security prevention and control system.The participation of social organizations in public security is also facing difficulties in terms of their lack of capabilities,lack of motivation for participation,and imperfect laws and regulations,which restrict the full play of social organizations' participation in public security.Therefore,it is very necessary to improve the effectiveness of social organizations' participation in public security,which has significant meaning on dealing with the complex social security situation of new-style urbanization.The countermeasures to improve the participation of social organizations in public security include the following aspects.First,put the core value of new urbanization-people-oriented as the basic guiding ideology.Second,improve laws and regulations to provide institutional guarantees for the participation of social organizations in public security,such as refining content of participation and reducing access threshold.Third,strengthen government supervision and establish a nurturing platform to encourage social organizations.Fourth,promote cooperation mode,which means build cooperation models between public security departments and social organizations and promote cooperation amongsocial organizations.Fifth,strengthen the public supervision and public opinion supervision of social organizations' public security participation.Sixth,social organizations shall strengthen the building of personnel and foster awareness of public security participation,in order to deepen their own construction.
