Study On Old-age Security System Of Zibo Under The Background Of New-type Urbanization

Urbanization is an only way that a country must pass in the process of economic and social development, so is China and it has now entered the stage of new-type urbanization. With the acceleration of urbanization and aging population, the old-age security system for land-lost peasants and urban and rural non-employed residents is facing increasing challenges. This thesis attempts to study the old-age security system under the background of new-type urbanization through regional practice.In recent years, the concept of new-type urbanization proposed by Chinese government has brought new opportunity to the development of Zibo, Shandong province. It is gradually transforming from an old resource-based city to a modern innovation-type industrial city, making quite a few active exploration in the old-age security system. Constructing a perfect old-age security system for urban and rural residents, on one hand, can guarantee their later life and maintain social harmony and stability; and on the other hand, can promote the development of new-type urbanization.Taking Zibo as an example, this thesis studies on the old-age security system under the background of new-type urbanization. It mainly focuses on two types of people: land-lost peasants and non-employed residents. Research is carried out from the two aspects of old-age insurance and old-age service, by the way of case study combined with statistical analysis, including the analysis of weaknesses, reasons as well as countermeasures and suggestions, the purpose is to promote the comprehensive development of old-age security system, and improve the old-age insurance and service system that can benefit both urban and rural residents.The study on social problems can’t be separated from the overall environment of social development, so the innovation of the paper is studying the old-age security system under the background of new-type urbanization, analyzing the mutual influence between the new-type urbanization and the old-age security system, straightening out relationships between them, and the analysis of the problems has much more realistic pertinence.The paper is made up of five parts. Part one is general introduction, including the study background and significance, research status, study framework and method; Part two is about the relationship between new-type urbanization and old-age security, giving a profile of new-type urbanization’s connotation, pointing out the requirements and significances of new-type urbanization in developing old-age security; and the positive influence of old-age security on new-type urbanization; Part three is about practice, expounding the main practice of old-age security in Zibo from three aspects, namely land-lost peasants insurance system, old-age insurance for residents plus old-age service system; Part four and Part five are main body of the thesis. In Part four, the weaknesses of old-age insurance and old-age service system are elaborated respectively; in Part five, some feasible countermeasures and suggestions are put forward.
