Research On Community Governance Of The Old Community In Saihan District Of Hohhot City

The old districts in the city have always been the ills of a city image and the first choice for urban governance.However,due to the constraints of various institutional mechanisms,the influence of regional culture,and the difficulties of social organizations,the effectiveness of governance has not always been satisfactory.Scholars both at home and abroad are trying to explore a common problem in the existing urban context,that is,how to propose solutions to the community governance of old urban communities in a relatively stable environment.At present,there are two major problems in community governance in old communities in China: First,the role of“misplacement”,“offside”,and “absence” in the community governance of old communities,such as local governments,community neighborhood committees,and social organizations;and second,communities.The enthusiasm of residents,owners' committees,and other communities involved in the governance of old communities is low.The question that this article pays attention to is: Who will manage the old district?What is the actual status of the multi-agent community governance in the old community? How do the various main bodies of governance in the old districts relate and cooperate? What are the differences and differences between the actual state and the proper state of community governance in old communities?Based on public governance theory,multi-center governance theory,community development theory,etc.,this article starts with the discussion of solving specific practical problems.It mainly selects the old district of Saihan district of Hohhotas a field research area and explains the community in the analysis of the case.Manage the actual state of different subjects.The state of affairs among the main bodies of community governance in the old communities is to perform their duties and guard their positions.Local governments are mainly responsible for improving the protection of hardware management,resource integration,laws and regulations,and policy systems.Community residents committees need to strengthen the construction of their own teams,focus on the content of community governance,do a good job of community services,and meet the demands of community residents;community residents must be in the public Participate in affairs and public welfare activities,and do a good job of supervision and evaluation;the main function of social organizations is to integrate and coordinate,mobilize the enthusiasm of residents for orderly participation,enhance residents' sense of identity,trust and belonging,and build partnerships with residents.However,the actual state of community governance in old communities is poor cooperation among various governance entities.What kind of governance methods should be adopted for the actual state of community governance in old communities? The multiple main bodies of community governance in old communities have determined a variety of governance methods.Including: administrative means,laws and regulations,policy and institutional methods,market instruments,and autonomy methods.The author tries to provide an exploratory system solution through analysis,research and comparison of big data.To achieve a reasonable and orderly and benign regulation of community governance in old urban communities,enhance the authenticity and well-being of residents' lives,and provide advice for urban development in Saihan District of Hohhot City.
