Research On The Influence Mechanism Of Project Attribute On Government Function In Transport PPP Projects

As a new delivery model of infrastructure products and services,the development of Public-Private Partnership(PPP)brought advantages but also challenges.Due to the ignorance of project attributes,the government functions has been deviated from what it should be,result in the low level of project performance,government management efficiency and partnership collaboration efficiency.Therefore,it is significant to discuss the allocation and fulfillment of government functions based on the different project attributes to govern such problems.The results of this study provide advices for government to participate in PPP project management and are helpful for regulating the government management behaviors to achieve high level management efficiency,improve the project performance and partnership collaboration efficiency.This study uses Public Goods Theory,Incomplete Contract Theory and Organization Theory to research the influence mechanism of project attribute on government function in transport PPP projects from the perspective of transaction cost.Firstly,we study the evolution process and position basis of government role in PPP projects based on the literature and case review,and obtain the macro,medium and micro level scopes of government function from the analysis of critical success factors and appropriation & coordination problems caused by project attributes.Then we draw conclusions about the relationship of management problems,management actions and micro level scopes of government function by system simulating and modeling.Secondly,we discuss the optimal effort level(OES)and the difference between private participant perspective and social perspective OES in the Project Performance Analysis Model to identity the performance-achievement path variables and government-decision variables.Lastly,we discuss the influence of project attribute on transport PPP project performance by discussing the two variables and build the influence mechanism framework,then we use cost-benefit analysis to present propositions of influence mechanism of project attribute level on government functions fulfil potency dimension based on the transaction cost caused by government supervision and coordination functions.From the conclusions and results,we found that the management problems caused by project attributes effect the allocation of government functions and the project attributes level effects the fulfil potency dimension through the loss they caused.Government should overall consider the loss caused by project attributes and the transaction cost caused by fulfilling functions when supervise and coordinate in different transport PPP projects.In summary,it is important to focus on the project attributes level to modulate government supervision and coordination functions to achieve transport PPP project performance and partnership collaboration efficiency.
