Research On The Issue Of Advancing Government Projects By The Deliberation And Coordination Agencies

China is a big agricultural country.Agriculture is the foundation of the national economy and the people's livelihood.Modern ecological agriculture is the transformation direction of agricultural development in the new era.The development of modern ecological agriculture requires the support of the state,the support of the provincial government,and the promotion of the local government.The construction of the modern ecological agriculture demonstration zone is an effective pilot to promote the development of modern ecological agriculture,a pioneer of modern ecological agriculture development,and the promotion of agricultural supply.Reform,an effective method and means of adjusting the agricultural structure and promoting agricultural income.The X City Modern Ecological Agriculture Demonstration Zone is one of the demonstration zones of China-foreign cooperation of the Ministry of Agriculture,which is highly valued by the leaders of the state,province and city.In order to facilitate work communication and more comprehensive tasks such as campus planning,land circulation,and protection of water resources,X City has established a modern ecological agriculture demonstration zone promotion work-leading group as a deliberation and coordination agency to coordinate the construction of the project area.In the process of promoting the construction,the leading group has played a huge role in utilizing the unique advantages of not being a permanent institution,and the construction of the project area has also achieved good achievements.Meanwhile,the deliberation and coordination agency also comes across some contradictions and issues in management and coordination with the permanent organizations.This paper uses the literature study,case study,and comparative study to propose the corresponding standardized management strategies and suggestions and explore the development trend of the deliberation and coordination agencies through the analysis of the contradiction between the deliberation and coordination agencies and the permanent institutions,the advantages and disadvantages of the management system,and the existing problems of functions,authority,responsibilities,etc.The new development model conforming to the reality of X City,and the assessment and incentive mechanism of the leading group for the work promotion of X City Modern Ecological Agriculture Demonstration Zone.This paper mainly aims to provide theoretical and practical significance for the standardized development and management of the X-city project area through the research on the issue of advancing government projects by the deliberation and coordination agencies,and provides useful analysis of the development prospects of the deliberation and coordination agencies ideas.
