Research On Government Supervision Of Network Broadband Service In Yingkou

With the development of national economy and the continuous progress of science and technology,Telecommunications become an indispensable means of information communication in people's lives gradually.The telecommunications industry has become more and more closely related to the economic development,national sovereignty and economic security of various countries,and has also been paid more and more attention by the governments of various countries.The special status of telecom industry as a new strategic industry makes the role of telecommunication supervision more and more important.In recent years,the development of telecom market new pattern,before the local telecommunications services supervision mode and concept already can not adapt to the needs of the development of the industry,unable to maintain the broad masses of the people,especially the interests of telecommunications regulatory departments need users of telecommunications,telecommunications regulatory authorities need to further control the location of the regulatory objectives,regulatory content and means of supervision,guidance and practice verification and actively seek system in the introduction of a major regulatory policy before,but the theoretical research and empirical analysis of telecommunications regulation will provide effective support for Telecom regulation.Based on the author's practical work experience,and based on a large amount of data and research,and combining with the actual situation,this paper studies the issues related to the government regulation of broadband Internet service in Yingkou.This paper describes the development situation of Yingkou broadband network service government regulation,clarifies the current situation of the development of the telecommunications industry;especially the reform process of Yingkou city with the development of the telecommunications industry and the telecommunications industry regulatory agencies for example,reveals the problems of the lack of legal system to protect the interests of consumers,the lack of effective supervision and management of equipment,telecommunications charges quality and service are the existing telecommunication supervision system of Yingkou municipal government.After using the method of comparative analysis,comparing the characteristics of some developed countries telecom regulation system,looking for inspiration from foreign advanced telecom regulatory system;using the new public service theory of new public management in the absorption related views of process reengineering and total quality management theory,the telecommunications regulatory agency functions and the establishment of the the discussion.Finally,from the aspects of laws and regulations,price control and service supervision,this paper puts forward relevant countermeasures and suggestions for the establishment of new telecom regulatory system.
