The Choice Of Centralization And Decentralization Of The Discussion On The New Model Of Chinese Administration Authority On Structural Adjustment

In the construction of the country administrative power structure,the contradiction between centralization and decentralization has always been an intractable problem.From the founding to the reform,whether the reform of the active promotion or the passive exploration under external pressure,China's adjustment of the administrative power structure has ceased.At present,our country social economy is in-depth developing.In order to meet the needs of the reform and to better to play the functions of the government,the relationship between centralization and decentralization need to deal with,and a reasonable and effective administrative power structure need to establish.After the founding of People's Republic of China,the adjustment of administrative power structure in China mainly is the centralization and decentralization of power as the principal,has gone through three stages: the first stage is the "strange circle theory" mode of unidirectional,the second stage is the two way symmetry of centralization and decentralization,the third stage is the new model of the selective centralization and decentralization of the camera doctrine.This article reviews and summarizes the relevant policies of these three stages,especially the analysis of the administrative reform measures since the eighteen major stages,and further improves the related concepts of the selective centralization and decentralization mode,including its definition,characteristics and theoretical support framework,and emphasizes the operation mechanism and measures.In the new mode,the delegating power and getting back power can be done at the same time,specific content of the power adjustment can also vary,and the definition of the power boundary is improved in the dynamic adjustment.In order to find the relative balance between centralization and decentralization,we focus on literature analysis and comparative analysis.This paper probes into the applicability and prospect of this new model so that to make reasonable suggestions for our country's governance.
