Research On Sister Cities' Exchanges Between China And Japan

With the rapid development of globalization,the participation of city in international communication is more widely and deeper,and city diplomacy has entered people's vision.A country's entire foreign affairs requires not only the command and control of national government,but also the assistance of other diplomatic means,and city diplomacy is one of these.city diplomacy has certain flexibility,it can deliver opinions of public to central government,it can also promote the city's development.In addition,establishing sister city ties with other cities can promote the foreign contacts.Sister city as an important way of city diplomacy has attracted much attention.As the neighbors connected by waters,China and Japan have long history of cultural exchanges and communications,but they also have deep racial hatred after Japan launched the invasion of China.Since the reestablished diplomatic relations between China and Japan,the relationship between the two countries has been through ups and downs,and the Inter-governmental exchanges is also full of twists and turns.Under such circumstances,City Diplomacy serves as the lubricant for detente of the relations between the two countries.By actively carrying out city diplomacy,it is of great positive significance for the two peoples to understand each other and then promote China-Japan friendship.This paper takes sister cities as studying object,starting from the interaction between Changchun and Sendai.By analyzing the practice of Sino-Japanese friendship cities in Sino-Japanese exchanges,this paper wanted to explore the role that sister cities played and difficulties encountered in the exchanges between sister cities in China and Japan,and analyze their forward-looking nature.This paper mainly analyzes from four aspects.The first part defines the concepts of city diplomacy and sister city communication,and analyzes the inclusion relationship between city diplomacy and sister cities.The second part reviews the development of sister cities between China and Japan.Taking the exchanges between Changchun and Sendai as examples,it analyzes the practice of sister cities and summarizes the role of Sino-Japanese sister cities.The third part explores the difficulties encountered in the process of exchanges between sister cities in China and Japan.Sister city policies are imperfect and difficult to implement,the masses lack awareness of friendship cities between China and Japan,low level of mass participation in sister city activities,and uneven distribution of friendship cities between China and Japan are all challenges faced by Sino-Japanese sister cities exchanges.The fourth part proposes suggestions for the improvement of Sino-Japanese friendly cities in their own problems.In the future development process,coordination and cooperation with the country's overall diplomacy should be gradually strengthened.Finally,we will consider the future direction of development based on the analysis of the status of sister cities exchanges between China and Japan...
