Research On The Causes And Solutions Of Environmental Group Incidents From The Perspective Of Modernity Theory

Since the reform and opening up in 1978,China's economic and social development has entered into a period of transition and a decisive period.During the transformation of contradiction is complicated,social unrest element increased obviously,environment types of mass incidents occurred frequency is accelerated,construction of ecological civilization has become a major issue again and again into public view.The occurrence of environmental group events is not only related to the healthy development of national economy and social order,but also the construction of the socialist modernization power.The 19 general ecological civilization refers to a new level,our country is in the sensitive period of economic development and environmental problems,how to correctly deal with the environment mass incidents is an important subject in front of the local government.It is based on the above reason,this paper select modernity theory Angle of view environment under the mass event causes and resolving strategy research as study subject,so as to provide beneficial reference for the government governance environment mass incidents.This paper consists of three parts: introduction,text and conclusion.The part mainly introduces the research background,research ideas and framework,research methods,etc,and at home and abroad about modernity theory and environment,analyzes the research status of mass incidents.The text explains the core concept of this paper--environmental group event,and the applicability of using the theory of modernity to analyze the mass incidents of environmental groups.With shorter time interval of Dalian PX,Shifang,Sichuan and Jiangsu Qidong events as a typical case,three types of mass incidents environment,analyzes the three events,involving the main body,the evolution process of the local government response to the style and way of disposal.Based on the theory of modernity,the causes and solutions of the cases are analyzed and summarized.From reconstructing modernity value concept,strengthening the local government of local government system to reflect to seek civil self-discipline and dissolve the crisis of modernity of modern political life four aspects in order to prevent and resolve environmental types of mass incidents provides new ideas and new methods.Will value concept,the connotation of the system and laws and regulations in the entire environment types of mass incidents in the process of dealing with,enhance the government credibility by maintaining the public interests,the local government in the governance environment to master the initiative in the mass incidents,to reduce and eventually eliminate environmental types of mass incidents.
