A Research On Present Situation And Countermeasures Of Work On Maintaining Stability Of Public Security Bureau In Gannan Tibetan Autonomous Prefeture

Public security organs in Tibetan Autonomous Prefecture of Gannan encounter all kinds of tests from home and abroad in maintaining stability.Many problems in safeguarding social stability required the involvement all levels Chinese party and government.In order to solve problems in maintenance of stability,all levels party committees and governments need to mobilize social forces to participate in and optimize stabilization working mechanism.A good system design helps stability to develop in current direction.How to deal with the difficulties for Tibetan Autonomous Prefecture of Gannan is a historical challenge of social stability and economic progress faced.Using literature analysis and survey study,the paper synthetically analyzes maintaining stability in Gannan State.The full text is divided into five parts.The first part contains an overview of upholding stability of police security organs in Tibetan Autonomous Prefecture of Gannan.This article based on analyzing and defining “social stability” “maintaining stability” gives an introduction of safeguarding stability made by Gannan State and police security organs in Tibetan Autonomous Prefecture of Gannan.The second part is the interpretation of theoretical basis about maintaining stabilization,such as the international security theory,the theory of comprehensive management of public security,the theory of harmonious relationship between police and the public.The third part analyzes history and the current situation of upholding stability for the police in Tibetan Autonomous Prefecture of Gannan.The thesis reviewed at first the most important events related to stabilization in Gannan State.Then the paper describes the present situation of safeguarding stabilization in Tibetan Autonomous Prefecture of Gannan.The fourth part analyzes the problems and insufficiency existing in the public security work from aspects of the lag of stabilization idea,unclear main responsibility,the distemperedness of maintaining stability mechanism,unknown strategic layout and negative impacts because of the over emphasis on stabilization.The last part puts forward the countermeasures for the police in Gannan State.For example,strengthen the administration of religious sites and personnel,set up a long-term and efficient prevention and control mechanism,complete and perfect legal system related to Gannan area,enhance propaganda and education in the law for public,unite special policing of dealing with emergencies,establish related policing law enforcement,strengthen the cooperation with neighboring police security organs.I expect that this paper can give reference to the work of maintaining staliaion in Tibetan Autonomous Prefecture of Gannan.
