Research On Public Security Diplomacy Development In China

With the deepening of globalization,the economic,political and cultural exchanges among countries all over the world are developing towards the direction of deep cooperation,various interests are interwoven,forming a multi-field and omni-directional compound diplomacy.The traditional mode of professional diplomacy,which relies on diplomatic departments and diplomats to solve foreign affairs "in a package",has not been able to meet the needs of the development of the times.Today,security problem has become a global problem,and nontraditional security issues,such as transnational crime and terrorism,have become a common challenge that all countries in the world are facing.Our country is a distinct supporter of multilateralism and the concept of global governance,advocating that the international community should jointly deal with regional hot spots and non-traditional security threats,being committed to establishing a just and reasonable international security order,and obtaining a lot of correct understandings,practical experiences in the course of continuous exploration.In this process,public security organs must play an important role in the maintenance of national and even international security order,so public security diplomacy came into being.On the basis of reading relevant books and documents,such as diplomacy,police cooperation,international law and so on,and by looking up a large number of practical material and summarizing the practical application experience of public security diplomacy,this paper first discusses the concept,purpose and significance of "public security diplomacy",pointing out the research ideas,methods,innovations and shortcomings of the article;analyzing the basic connotation of public security diplomacy,defining "public security diplomacy",and probing into the basic characteristics of public security diplomacy and the theoretical basis of its research,describing the history of the development of China's public security diplomacy,and analyzing the motive force and restrictive factors of the development of public security diplomacy.Then it puts forward the strategic system of the development of public security diplomacy from the aspects of the concept,goal and principle of the development of public security diplomacy.Finally,it discusses the development trend of public security diplomacy in the future.Public security diplomacy should not only stop at the practice of public security diplomacy,but also need mature theoretical guidance and perfect organizational form.This paper hopes to conduct a comprehensive theoretical study of public security diplomacy,to provide reference for the development of public security diplomacy towards a more perfect and systematic direction of industry diplomacy.
