Originated in the US, the term "Public Diplomacy" refers to the diplomatic activities conducted by one national government towards the great mass of another nation through information transmission and cultural intercommunication. As a newly established diplomatic model, Public Diplomacy mainly adopts such strategy as the circuitous manner and forms an important part in the diplomatic strategies of western countries such as the US. It is based on the theory of Soft Power.Though budded in China in as early as the Spring and Autumn Period and Warring States Period (770BC-221BC), Public Diplomacy had not undergone any substantial development until the Anti-Japanese war and the Civil Revolutionary War of China in the 1920s and 1930s. Later, Public Diplomacy experienced several developmental stages and became gradually mature. Ever since the reform and opening-up policy, China's Public Diplomacy had developed into a distinctive one with explicit stance, key issues highlighted and comprehensive covered issues. It emphasizes such matters as overseas publicity as well as public service and it prioritizes defensiveness to offence. Moreover, it has developed into diplomacy with different levels and can be carried out in many different manners. Currently, Public Diplomacy plays very important role in China's foreign affairs: Politically, as the guiding principle, it plays a tremendous role in safeguarding China's national interests and optimizing its national image; economically, it is conductive to wooing international investments and promoting China's economic strength; culturally, it is beneficial to showcasing Chinese culture and stepping up cultural exchanges between China and western countries.Despite these advantages, we must note that Public Diplomacy is now only in its preliminary developmental stage and is encountered with occasional challenges in terms of public opinions and fierce international competitions.
