A Study On The Local People’s Congress And Its Standing Committees Decisive Power On The Major Issues

For local power organs,making decisions on major issues within their respective administrative areas is an important right given by Constitution.The so-called “major issues” are matters that concern the development of the country and society as a whole,and that have a significant impact on the general public.The power to make decisions on major issues is a function that is exercised in parallel with the legislative power,supervision power,personnel appointment and removal power of the National People’s Congress.Therefore,as an important authority of the state power organ,it is one of the important ways in which the people’s status as masters of the country is safeguarded.Putting this power into practice will have far-reaching significance for the standardization and democratization of the work of local People’s Congresses and their Standing Committees,as well as the improvement of the People’s Congress system.It will also promote the advancement of democracy and the rule of law,and accelerate the in-depth development of the work of the People’s Congress.This paper analyzes the reasons for the unclear scope of authority when making decisions on major issues,the misplacement of the exercise of the subject,the lack of exercise procedures,and the slightly lower quantity and quality of the exercise.Thisis mainly due to the unclear division of authority between the central and local authorities and the constraints of the traditional power operating model.The lack of regulations on the exercise procedures,the incompleteness of the local People’s Congresses and their Standing Committees,and the imperfections of the special committee system.The author intends to scientifically define the scope of authority for making decisions on major matters,clarify the main body for determining the power of making decisions on major issues,establish and improve the hearing system and debate system in the course of the exercise of major matters,enhance the professional quality of NPC members,and improve the people’s congressional specialization.The committee system explores the scientific approach to the exercise of the power to decide major issues.
