Study On The Operation Mechanism Of Temporary Institutions Of County Government In China

Temporary government institution,which is led by government but in addition to legal government institutions established based on constitution and related organization laws,is set with special purposes to complete emergency and comprehensive missions,implement trans-industrial,trans-regional,trans-sectional and trans-departmental resource integration,carry out administrative functions of decision-making,organization,coordination,control and supervision,and then realize public administration function together with the government.Compared with ordinary government departments,it shows prominent flexibility and high efficiency,which makes positive contribution to a certain extent.This article firstly analyzes how the operation mechanism of temporary county-level government institution assists and boosts temporary county-level government institution and different processes of generation,adjustment and development for the operation mechanism in temporary county-level government institution,after that refines four operation mechanisms of current temporary county-level government in our country: power distribution mechanism,interaction-coordination mechanism,stimulation mechanism and supervision mechanism.Then the article applies the case analysis method,chooses “Fanjiaju” project of Nan'an City as the object of field investigation and uses this representative case to describe overall situation.By combining with depth interviews,the “Fanjiaju” case is correspondingly fused into the analyses of existing problems of the operation mechanism,influence factors of mechanism and the cause of problems.By combining with the actual deficiencies of temporary county-level government institution,the article provides optimizing strategies of the operation mechanism of temporary county-level government institution.This article points out that the operation mechanism of temporary government institution is under the control of multiple factors,and the deficiencies of these factors lead various problems for temporary county-level government institution in our country,which include these four aspects: first,power factors: insufficient legality of the institution,incomplete structure of the institution,scarce role transformation ability of leader,mismatch of power distance;second,interaction-coordination factors: standardization of business,reasonability of task distribution,degree of cooperative governance,internal cohesion of members,extra-role behavior;third,stimulation factors: capability of stimulating and changing current situation,actor role and strategy,human capital,individual pursuit;fourth,supervision and assessment factors: strategy orientation,local political environment,project attributes and transparency of supervision responsibility.The“Fanjiaju” project of Nan'an City is typical and representative,that's why it's chosen as the research object.The operation of the project involves different stages,multiple acting subjects and various behavioral strategies and includes different operational strategies,methods and techniques.So,we can explore the key factors for the successful operation mechanism of temporary government institution from practices and provide practical experience for the study of the operation mechanism of temporary government institution.
