The Research On The Current Situation Of Care Service For The Vagrants With Mental Handicap

In the context of the continuous improvement of the social assistance system,the Civil Affairs Department has issued a number of documents on standardizing the work order and standards of relief management agencies.Specifically,the care and placement service is the special relief service mode of the relief management organization,and the main care object is the vagrants with mental handicap.The vagrant with mental handicap is a special vulnerable group,which is often marginalized by the society.They have no relatives,no identity,and no resources for rehabilitation,which also hinder them in the process of re-socialization.In this paper,the author use the methods of literature research and case study,combine with the empirical study of the vagrants with mental handicap institutional care services in the Pearl River Delta region,in order to promote the society to pay attention on the needs of this group;and try to explore suitable and effective relief mechanisms and suggestions for this group.In the choice of research,the selected four relief management organizations have their own characteristics in terms of the relief and care services they undertake.Therefore,according to the rescue and rescue care process,personnel situation,care services,family seeking services and other aspects of the analysis of its current situation,and then the author summed up the common difficulties and put forward relevant suggestions.The typical case is a vagrant with mental handicap who has been in custody for 7 years trying to "socialize".It can be found from the case that the care services has be improve.Based on the theories and perspectives of Field-Habitus Theory,the Perspective of Social Exclusion and social support,this paper studies the Care Service of salvage service in four different cities.It is found that the current relief management organizations are faced with insufficient channels and methods to meet the current needs of seeking relatives,and the services provided by the current resettlement are not sufficient to meet the rehabilitation and development needs of the caregivers.The current foster care and resettlement model cannot relieve the plight of the development of relief;and put forward to improve the relevant foster care and resettlement policies,build a foster care and resettlement system;establish a platform to improve the efficiency of seeking relatives;integrate resources,Taking the city as the unit to establish the independent settlement;establish the communication mechanism,play the role of social organization;actively explore the socialization of care personnel services to realize the personal value of foster care objects and other aspects of advice.The study mainly focuses on the care service of the Vagrants with Mental Handicap,and the current research on the service of this group is relatively small.The results can help the relief management to better understand the needs of the vagrants with mental handicap,expand the thinking of care services,and further improve the social assistance service system in the Pearl River Delta region.
