Study On Institutional Problems Of Intellectual Property Rights Transformation In Chinese Universities

At present,scientific research,innovation and development have become the world consensus.Scientific research and innovation have become the decisive factor in enhancing the national competitiveness in the era of knowledge economy.As the main position of scientific research,universities play an important role in the transformation of intellectual property rights and play an important role in the development of scientific research innovation.In the 1970 s,the developed countries,led by the United States,cleared the obstacles of the system,aroused the vitality of the transformation of intellectual property rights,and achieved great economic and social benefits,helping them to become a world power.However,at present,the efficiency and effectiveness of the transformation of intellectual property in universities in our country are still not satisfactory.Regardless of scientific and technological achievements or social sciences achievements,this not only results in a waste of scientific research resources,but also affects the development of national innovation strategies.At the same time,"Promotion of the Transformation of Scientific and Technological Achievements" in 2015 also failed to achieve the desired assumptions.The fundamental reason was that the institutional problems of intellectual property rights conversion had not been fundamentally solved,such as the difficulty in implementing the income distribution system,the cumbersomeness of the conversion approval system,and the lack of market assessment mechanisms.This paper mainly uses comparative analysis,literature research and interdisciplinary research,and we study the institutional issues of intellectual property conversion in university.First of all,the policies that influence the construction of intellectual property transformation system in China are analyzed,and summarize the institutional problems of intellectual property transformation in universities and analyze the causes..Second,compared to Europe,America,Japan into intellectual property system,including the income distribution system and ownership system,and discuss the American university system of intellectual property rights into practice,focuses on its successful experience in intellectual property right transformation system;Finally,combined with the actual institutional problems of our intellectual property rights transformation,put intellectual property right transformation of scientific and technological achievements and social science achievements into two lines,respectively,puts forward suggestions to solve the problem of university intellectual property right transformation system.
