The Government Behavior Research In Industrial Transformation Of Oil Resources City

Oil-resources-based city is a significant and representative type,which comes mainly from the great personnel and social resources demand triggered by the oil exploitation.With the urban expansion,the increasing exploitation will definitely lead to the growing oil depletion,so each oil-resources-based city will face the emerging challenges from the dwindling and even the depletion of oil resources.Only the cities take first and timely actions to make transformation aimed at solving the issues of slow development of leading industry as well as the issue of little vitality in the follow-up industry caused by resource depletion in oil-resources-based cities and the slowdown in economic benefits of resources-oriented enterprises,can they figure out the radical solution to the problem of the sustainability.Starting from the concept and characteristics of oil-resource-based cities and government behavior,this paper uses the theory of public management as a support,and taking dongying city in Shandong province as an example,summarizes the basis for drawing on the advanced experience at home and abroad,and puts forward constructive suggestions to further optimize the government behavior in the industrial transformation of oil-resource-based cities.The thesis is divided into six parts.The first part is the introduction.This part mainly introduces the research background and significance of this thesis,the overview of domestic and foreign research,the research methods and the existing problems.The second part introduces the concepts of resource city,oil resource city,industrial transformation,government behavior,etc.,and quotes sustainable development theory,new public service theory,reproduction theory,diamond theory,etc.,which provide a solid theoretical basis for the research of the paper.The third part introduces the Dongying municipal government to promote the development of industrial transformation,mainly from the basic process of industrial development and government growth complement each other,the transformation of opportunities and advantages.The fourth part is the analysis of the present situation and existing problems of government behavior in the industrial transformation of Dongying City.The fifth part introduces the experience ofgovernment behavior in the industrial transformation of petroleum resource cities abroad,and analyzes the advanced experience of government behavior in industrial transformation with specific examples from Houston,Texas,and Calgary,Alberta,Canada.The sixth part,based on the above discussion,puts forward the countermeasures and suggestions of optimizing the government's behavior to promote the industrial transformation in Dongying City from five aspects.As one of the most famous oil-resource-based cities in China,Dongying City,during the 13 th Five-Year Plan period,will transform government functions,stabilize the fundamentals of Dongying's economic growth,accelerate the effective interface of oil and land industries,and realize the successful transformation of resource-based cities.It is the inevitable choice and the only way for oil fields to jointly meet difficult challenges and accelerate sustainable development.
