Research On Government Functions In Zaozhuang City's Industrial Transformation And Development

Zaozhuang City is one of the resource-based cities developed by relying on coal.The city's economy was mainly supported by natural resources such as coal,limestone,and gypsum in the early stage of the industry.This has stimulated the development of the local economy and also made the development of the entire country during the special historical period.Outstanding contributions.However,with the continuous reduction of coal reserves and the transformation of the development methods promoted by the country,Zaozhuang's economy,dominated by resources such as coal,has been greatly affected and industrial transformation is imminent.As the "tangible hand" that guides local development,the government controls all kinds of social resources and decides whether or not the industrial transformation will be successful.Since Zaozhuang City was designated by the State Council as the second batch of transitional pilot cities for resource depletion in 2009,Zaozhuang city government has begun to take this opportunity as the country attaches importance to resource-based cities and has stepped up efforts to support the transformation of resource-exhausted cities.Difficult city transformation,Zaozhuang city has achieved certain industrial transformation through actively promoting traditional industry innovation,vigorously cultivating industrial clusters,advancing the reform of “distribution management”,striving to improve the ecological environment,and accelerating the development of tourism development.Effectiveness.At the same time,it is undeniable that the functions of the Zaozhuang Municipal Government in industrial transformation have not yet been fully realized.There have been problems such as the imperfection of the industrial transformation environment and the failure of industrial restructuring and development to form an unbalanced basic public service.The task of Zaozhuang Municipal Government to actively play a role in leading the transformation and development of industries is still a long way to go.This paper combines the actual conditions of Zaozhuang Municipal Government's function in the industrial transition and uses methods such as cultural exchanges,visits and investigations,data access,and comparative analysis to conduct a comprehensive study of the government functions in Zaozhuang City in the process of industrial transformation.The four dimensions of people,finance,planning,and policy are used to analyze the profound causes and to improve the operability of solving problems.In the end,five measures are proposed from the perspective of government functions.First,the enthusiasm of government workers must be mobilized.We must give full play to people's subjective initiative;Second,we must strengthen the construction of the park carrier;Third,we must clarify the industrial development plan and make clear the direction of efforts;Fourth,we should improve the policy and environmental protection;Fifth,we must continue to open up and release the potential for industrial transformation.With a view to helping Zaozhuang City make better use of government functions in industrial restructuring and development.
