Discourse Analysis On The Construction Of Concept Of National Governance In China

For the study of national governance,the academic community has a multidimensional perspective and has carried out a multi-faceted interpretation of state governance.On the whole,existing related researches are mostly focused on the discussion of the basic connotation and path choice of national governance.Especially after the Third Plenary Session of the 18 th CPC Central Committee,scholars mostly took the realization of modernization as their starting point and adopted a “slicing” approach to study the national governance.However,few studies have discussed the historical evolution and generation patterns of the concept of national governance from the perspective of history,and lack longitudinal studies based on time as a clue.In an important period of comprehensively deepening reforms,deepening the understanding of the history and status of the concept of state governance,is of great significance for better guiding the practice of governance.In this sense,discourse theory and the study of the history of ideas provide a new constructivist perspective for exploring the formation process of the concept of national governance.Discourse theory pays attention to the interrelated role of language use,power operation,ideology and other factors,and emphasizes the "social reality constructivity" of discourse.The reality of this construction process is "the transmission of the concept connotation." Thus discourse theory can be a good tool for analyzing the interaction and formation of political ideas in the field of public administration.The research on the history of ideas emphasizes the objectivity of the research object,that is to say,the specific concept is placed in the general logic of historical development as the “object of the whole”.For the “national governance concept”,the questioning mode of historical research is “What does national governance contain?” rather than “What is national governance?”,and the concept of national governance is described through the interpretation of core discourse.Based on this,there are two main questions would be answered in this paper: What is the basic formation process of the concept of national governance;How history context influences the change of the concept of state governance through the discourse medium.Based on the research of discourse theory and the history of ideas,the study constructed an analytical framework of "concept-discourse-action".Further,the study consturcted the factual material from the classic policy text since the reform and opening up,and used the Social net network analysis tool to conduct text mining.By exploring the driving forces of concept change,analyzing the interaction of practical discourse,knowledge discourse and decision-making discourse,and presenting the reconstruction of the inherent consistency of discourse such as “problems,concepts,and topics”,the research can give an endogenous interpretation of the concept of national governance.In the process of basic formation,the study found that the concept of state governance has gone through four stages: sprout,development,embryonic and maturation;On the dynamic mechanism of transition,the study found that discourse steering and historical context constitute the internal and external driving forces of the change with the concept of state governance.Based on the analysis results,the study proposed related inspirations such as enhancing the participation willingness and ability of multi-subjects,constructing a public energy field for discourse interaction to promote the modernization of national governance.
