Research Of China's Administrative Law Enforcement System Reform Since The 18th Party Congress

In China,about 80% of laws,90% of local regulations and almost all administrative regulations are implemented by administrative agencies.Therefore,the reform of the administrative law enforcement system has a direct impact on the efficiency of administrative law enforcement and the implementation of laws and regulations,and will play an important role in advancing national and social governance.In terms of theoretical research,although past scholars have made few changes in the administrative law enforcement system,there are still deficiencies in the current research status: much more research on western administrative theories and little studies on socialist administrative theories with Chinese characteristics;Mainly focuses on the reform of the administrative law enforcement system from a certain element of the administrative law enforcement system or the administrative law enforcement system,and from a systematic perspective,the development of the administrative law enforcement system and the basic elements of the reform of the administrative law enforcement system.The system studied less.With the convening of the 18 th National Congress of the Communist Party of China,socialism with Chinese characteristics has entered a new stage of development.The Party Central Committee with General Secretary Xi Jinping as the core has put forward a series of important reform ideas in the aspect of state governance.It is worth our in-depth study and study to deepen administrative enforcement.The goal of institutional reform has also risen to a level that promotes the modernization of national governance systems and governance capabilities.This article is under such a big background,taking the three basic elements of “administrative law enforcement main organization system”,“administrative law enforcement power operation system” and “administrative law enforcement liability supervision system ”as the research points in the administrative law enforcement system reform.Through comparative analysis of the state of the administrative law enforcement system of the Party since the 18 th National Congress of the Party and the 18 th National Party Congress,we have highlighted the phased achievements of the reform of the administrative law enforcement system of the Party since the 18 th National Congress of the Party,and further deepened China's administration by clarifying a new era.The key to the reform of the law enforcement system is to better promote the development of the modernization of the country's governance system and governance capacity,promote the building of a well-to-do society in an all-round way and the realization of the Chinese nation's great rejuvenation of the Chinese dream.The specific research includes the following sections.First,To clarify the basic connotations of the administrative law enforcement system reform.Explain the concept definition of the administrative law enforcement system reform,the relationship between the administrative law enforcement system and the administrative system,and the theoretical support for research.Second,introduce the basic overview of China's administrative law enforcement system reform before the Eighteenth Congress.Reveal the effectiveness,inadequacy and impact of China's reform of the administrative law enforcement system,and pave the way for the innovation that has been proposed since the 18 th CPC National Congress.Thirdly,by sorting out various policy documents and ideas on the reform of the administrative law enforcement system since the 18 th CPC National Congress,we have revealed the innovative ideas for the reform of the administrative enforcement system in China since the 18 th National Congress.Fourth,by means of case analysis,it reveals the practice and effectiveness of the reform of China's administrative law enforcement system since the 18 th National Party Congress,and suggests that the current reforms still have deficiencies.Fifth,it is clear that the new era will further deepen the direction and focus of China's administrative enforcement system reform.
