A Study On The Impact Of Hong Kong District Council Election On The Development Of Political Parties

Election is an important factor that affects the development of the party.By analyzing the data of every Hongkong District Council,finds that: the effective number of political parties in District Council Election tends to drop,and the current multiple political party pattern tends to be a political party system dominated by a few influential parties,while more and more parties can get the seat;the percentage of seats to the percentage of votes ratio is large than 1 in most situation,it meas that the majority parties tend to “over represented”,but the ratio is unstable and turns irregular of some parties;SF value,indicating the votes being concentrate or not, tends to drop,it means that the voters vote more and more concentrate,and it is consistent with the theoretical prediction;the competition index of District Council Election is rising,and more and more the candidates with party membership take part in the election; there is a few parties can be active in all the districts and can achieve a board influence,while some district parties can maintain its place by winning the seats.For party development,the District Council Election creates the favorable conditions,adds the unstable factors,regulates the development space and the path and enlarges the mass basis,while the non-regime nature of the district council restrict the party to achieve a further development on party functions. The District Council Election drive the parties to draw their theory by focusing on serving the community,emphasizing the livelihood, weakening the political atmosphere,appealing to democracy.The District Council Election also drive the parties to enhance organizational constructing by setting up a batter district branch,strengthening the center department and training the young cadres at grass-roots level. The party development of Hongkong will maintain and enhance the feature of “one country, two system”policy.There is four tendency of the development of Parties of Hongkong: enhancing the organization construction, developing by crossing class,further differentiation and integration and forming election coalition. The party politics in Hongkong will be along with reform political institution step by step,will centre on the general election of Chief Executive and Legislative Council, will face some political limitations hard to break.
