In recent years,China has more and more closely linked with Vietnam,Philippines,Indonesia,Malaysia,Brunei and other Southeast Asian countries.The political,economic and cultural exchanges are increasing.The cooperation mechanism in the related fields is gradually improved and the experience is gradually increasing.The contradiction between the environment and the environment has become increasingly prominent,the current situation of the continuous failure of the fishery resources in the South China Sea,and the interference of the South China Sea in recent years by the foreign countries.These countries tend to seek private interests,ignore the basic principles of international law and incorrectly intervene in the South China Sea affairs,making the situation in the South China Sea more complex and urgent.In order to promote the sustainable development of fishery resources in the South China Sea,it is necessary to build a joint law enforcement mechanism of Fisheries international conforming to the common interests of the countries along the coast,thus ensuring the peace and stability of the sea area in the South China Sea.As one of the most abundant fishery resources in the world,the South China Sea has great economic,social and ecological value for coastal countries.However,in recent years,the amount of fishing in the South China Sea has been increasing year by year,and fishery resources are becoming more and more depleted.The coastal countries have begun to realize that relying only on the domestic power of one country cannot solve the common problems such as the protection of marine fisheries resources and the frequent fishing disputes.Especially in the closed sea and semi closed sea,if the coastal states take their own part in their own affairs and only take care of their own interests in the maritime law enforcement activities,there will often be a situation of profit and the loss of other parties.Not only is it not conducive to the comprehensive development and management of the marine fishery resources in the South China Sea,but also will damage the interests of the country for a long time.China is a big fishery production country,and the fishermen have a long history of working in the South China Sea.The stability of the sea order in the South China Sea and the sustainable development of fishery resources are directly related to the vital interests of the fishermen in China and the maritime rights and interests of the state.As a responsible marine fishery country,China should speed up the construction of initiative and implementation of marine strategy as an opportunity to "The Belt and Road,force the fishery law enforcement forces,the integration of countries bordering the South China Sea,and actively promote the construction of the South China Sea fishery international joint law enforcement mechanism.The sustainable development of fishery resources in the South China Sea is promoted through the joint law enforcement of Fisheries international,regional blockade,resource sharing andcomplementary advantages,and the purpose of safeguarding the peace and stability of the sea area in the South China Sea.The construction of the international joint law enforcement mechanism of the South China Sea Fisheries is not only a new problem and difficult problem in the field of legal research,but also an urgent and realistic problem.This paper takes the construction of the international joint enforcement mechanism of the South China Sea fishery as the research object.One is to enrich the basic theory of international joint law enforcement and the other is to provide new ideas for the further construction of the fisheries joint law enforcement mechanism between China and the neighboring countries of the South China Sea,such as Vietnam,Philippines and Malaysia,and provide new ideas for the effective handling of the dispute over the South China Sea Fisheries and the innovative solution of the South China Sea dispute.
