Research On International Cooperation Mechanism Of Fishery Law Enforcement Between China And South Korea

China and South Korea,facing each other across the sea,have many similarities in their history,culture and other aspects.At the same time,the two countries share many issues related to maritime law enforcement and security.In order to cope with the strengthening of international fishery norms and standards and the fishing competition among neighboring countries,it is necessary to strengthen close law enforcement cooperation among countries that operate on the same fishery ground.In particular,in view of sensitive issues such as fisheries and the principles of international law,as well as the demarcation of maritime boundaries with neighboring countries,it is particularly important to identify the best jurisdictional areas and ensure stability in those areas.In the past four years since the change of the coastguard organizations of China and South Korea,due to the imperfect legal system of the maritime organizations of China and South Korea and a variety of political issues and other factors,the research specifically aimed at the fishery cooperation between China and South Korea is seriously insufficient.Therefore,the author hopes to study the maritime cooperation between China and South Korea,especially the international cooperation mechanism of fishery law enforcement,so as to explore the sustainable symbiosis plan between the two countries.In all,this paper is divided into four main parts.The first part is mainly about the general theory of international cooperation mechanism of fishery law enforcement between China and South Korea.The second part elaborates the present situation of the international cooperation mechanism of fishery law enforcement between China and South Korea.Here is a brief introduction to the current situation of the maritime law enforcement agencies of the two countries(mainly the coast police)and the mechanism of bilateral fishery law enforcement cooperation.(China-South Korea Fisheries Cooperation Conference,China-South Korea Fisheries Law Enforcement Talks,Joint Commission on Fisheries between China and South Korea,High-level Working Meeting of the China-South Korean Maritime Police,High-level Meeting of the Chinese and South Korean Fisheries,China-South Korea Dialogue on Ocean Affairs,and China-South Korean Fisheries Agreement).The third part is the analysis of the problems and causes of the fishery law enforcement cooperation mechanism between China and South Korea.(Existing problems:Lack of legal basis and international law related to fisheries law enforcement cooperation.Undefined Marine Boundaries and fishing dispute.Illegal fishing continues.There is a risk of armed conflict.Cooperative exchanges tense as international situation changes.)The fourth part is the countermeasures and suggestions to improve the fishery law enforcement cooperation mechanism between China and South Korea.(To improve the legal system for cooperative enforcement of fisheries enforcement between China and South Korea.Promoting Win-win Ocean Boundary Negotiations.Actively carry out education for fishermen and build a common education system for fishermen.Develop cooperative programmes for the prevention of violent conflicts.Strengthening exchange of talents and establishing international marine fisheries law enforcement teams.)...
