Under the current conditions,the phenomenon of mediocrity and laziness has shown new characteristics in the management of civil servants in China.Compared with the government's inaction,Yong officials' lazy politics has its own connotation and performance.The current administration of lazy officials is not only related to the improvement of the administrative efficiency of the civil servants,but also to the shaping of the credibility of the government.Based on the existing research results in this field,this thesis analyzes and develops the governance of the lazy officials.This thesis is roughly divided into the introduction and the main body of the four chapters.The introduction briefly describes the current research status of the phenomenon of lazy government in the academic circles,and describes the theoretical basis and analysis framework used in the paper,namely,the personnel dimension,the environment dimension,the institutional dimension and the cultural dimension in the efficiency theory.The first chapter introduces the meaning and realistic representation of the lazy administration of the mediocre officer through the example of the sample body and humble example of the mediocre official: the lazy administration of the mean official can explain the phenomenon that the government and its official's negative state can lead to the consumption of administrative resources and the decline of administrative efficiency.Specific performance is omission,laziness and false action.Besides,it also discusses the necessity and significance of governing the lazy officials at the present time: the necessity of governance is discussed from the party and government,civil servants and individuals.The second chapter introduces the harm and causes of the lazy officials,which are harmful to the credibility of the government,low administrative efficiency and impeding personal progress.The reasons include the selfinterest,institutional factors,external environment and social and cultural factors.The third chapter briefly describes the experience of developed countries in governing lazy officials,the measures adopted in some parts of our country and the enlightenment we can get from them.Foreign countries were elaborated from the United Kingdom,the United States and Japan,and the experience of governance in Xiamen,Hubei and Guizhou was analyzed in China.On the basis of the analysis of the above reasons,the fourth chapter enumerates several measures to govern the lazy administration of the mediocre officials from the following aspects: the system should let the accountability fall to the actual place,innovate the assessment method,promote the system of the recall of the cadres and so on;strengthen the role of the external supervision;build a clean government culture construction,including the advocacy of the diligent literature.And the personal correction of government officials.
