Study On The Management Of Grassroots Cadres' Lazy Political Behavior From The Perspective Of Establishment Management

Since the 18 th national congress of the communist party of China(CPC),China has been cracking down on and punishing official corruption with high pressure,greatly improving social morality and achieving remarkable results in anti-corruption.However,in the form of high pressure against corruption,there is a phenomenon of passive behavior of cadres,especially in the grassroots posts where career cadres account for the majority of the total number of groups,there are some cases of lazy government inaction.The behavior pattern and working attitude of the cadres in the exercise of state power have a direct impact on the credibility of the government.Therefore,it is of great significance to bring the compilation factor into the study of the problem of the cadres being lazy in government affairs to promote the honesty and responsibility of government officials in China.In this article,through investigation and research of three counties in jiangxi province,found that the basic cause cadres and the administrative cadres in pay,promotion,psychology,etc.There are differences,and the methods of literature study,in-depth interviews,from the perspective of identity difference,probes into the internal fair,fair promotion and salary assessment supervision mechanism and relative deprivation sense of identity to the elements that affect the grassroots cadres lazy administration behavior of several major causes.This study argues that in the new career preparation of staff promotion system under the background of grade,with equal identity management as the goal to build a floating wages mechanism,accelerate the implementation of enterprise position rank parallel system,the transformation staff level and speed up the implementation of non-leadership categories promotion system of governance policies can effectively curb grassroots cadres lazy administration,in order to promote the reform of the cadre management system and perfect,better realize the rule of law government,cadre administration according to law and efficiency.
